Sources of renewable and carbon-free power include California wind, solar and geothermal; and hydroelectric power from the Pacific Northwest. Like all electricity providers in California, we will report the percentage of each eligible renewable technology to the California Energy Commission (CEC) on a yearly basis in the form of a power content label. 2022 Direct Current Fast Charging Hubs Pilot – Request for Offers (RFO)
The City of San José as administrator of San José Clean Energy (“SJCE”) is soliciting competitive offers for Electric Vehicle (“EV”) Direct Current Fast Charging (“DCFC”) Hub(s) via a pilot program. SJCE is considering entering into a tolling agreement with one or more counterparties for one to three public DCFC hubs located in low-income or disadvantaged communities in San José to increase access to reliable electric vehicle (“EV”) charging. At least one of the DCFC hubs must be located at a site owned by the City of San José (e.g., library, community center, etc.). The Respondent would own the DCFC infrastructure and would be responsible for siting, financing, design, engineering, procurement, permitting, construction, installation, interconnection, operation, maintenance, the Load Management System, and Back Office Services (e.g., communications, user account management, billing, reporting, utility interface applications) at each site in exchange for fixed monthly tolling payments with performance standards on hardware and software uptime. SJCE prefers a contract term of 10 years.
SJCE would provide the energy to the chargers and would retain the right to set EV charging rates and brand the charging stations and hub signage with SJCE branding. SJCE would have all rights to the environmental attributes (e.g., Low Carbon Fuel Standard credits).
Each DCFC hub should contain parking spaces to accommodate exactly 10 vehicles and 10 charging ports. Each DCFC hub should be accessible 24/7 for public use. Chargers must either be capable of delivering 1/at least 100 kilowatts (“kW”) if unpaired or 2/60 kW and be able to deliver at least 120 kW if power is shared.

The goal of this Request for Offers (“RFO”) is to solicit offers for RA Capacity with Dispatchable Energy. Only with Bidders written consent, SJCE may share results with additional CCAs that could be interested in participating in joint procurement of products bid into this solicitation.
SJCE is seeks proposals from power suppliers for the resource adequacy and dispatchable energy capacity from a physical resource. With SJCE’s input, Seller shall manage fuel supply and schedule dispatched energy to San Jose Clean Energy as a Physical Inter-SC trade (IST) in the day-ahead and/or hour-ahead market.

RFI Overview:
The goal of this Request for Information (“RFI”) about peak energy solutions is to inform a possible subsequent request for offers for energy, capacity and/or other solutions that assist in meeting demand during SJCEs peak load hours. Specifically, SJCE is interested in learning about energy supply products to address demand in Hours Ending 18-21 (Calendar Year, May-October or July-September). Products could include standard ISTs, pay for charging hours/paid for discharge hours, financial products and energy call options to name a few. SJCE does not currently have authority to buy options but could use the information from this RFI to inform policy makers of available alternatives and their relative risks and benefits. SJCE is interested in the availability of these solutions and delivery details such as earliest start date, volume availability, pricing, term requirements, scheduling needs and other relevant information.

2022 Long-Term Resource RFO
EBCE and SJCE are issuing this 2022 Long-Term Resource RFO to procure long-term clean generation and capacity resources to provide long-term clean energy hedges and Resource Adequacy (RA), and to contribute to EBCE’s and SJCE’s Renewable Portfolio Standard (RPS) and Integrated Resource Plan (IRP) obligations under SB 350, SB 100 and the CPUC’s Mid-Term Reliability Requirements.

The City of San José’s (“City”) Community Energy Department is seeking proposals from Scheduling Coordinators (“SC”) certified by the California Independent System Operator (“CAISO””) to provide wholesale energy services including acting as a Scheduling Agent (“SA”) for San José Clean Energy (“SJCE”), the City’s Community Choice Energy program.
