Pursuant to this Request for Offers (RFO), San José Clean Energy (SJCE) is seeking offers from prospective counterparties to buy Resource Adequacy Products from SJCE (SJCE sells) as further described herein:

PRODUCT DESCRIPTION
• Product: System Resource Adequacy (RA)
• Delivery Term: November and/or December 2023
• Quantity: All volumes of 1 MW or greater

SUBMISSION OF OFFERS
Please submit all offers to buy RA products from SJCE using the RA Offer Form attached. All offers must be submitted to the following SJCE contacts no later than September 1, 2023 at 2:00 PM Pacific Time.

SAN JOSE CLEAN ENERGY REQUEST FOR OFFERS: RA CAPACITY WITH DISPATCHABLE ENERGY

San José Clean Energy (SJCE) operated by the Community Energy Department,  seeks proposals from power suppliers for the resource adequacy, dispatchable energy and ancillary service capacity from a physical resource to serve SJCE customers. CED’s preferred arrangement is that Seller acts as the scheduling coordinator, managing fuel supply, and under CED’s direction, optimizes the value of the value of the resource’s energy generation and ancillary service capacity across the day ahead and real time markets.

Submission of Offer(s):

Only electronic submittals will be accepted via e-mail sent to RFO@sanjosecleanenergy.org Bidders should include the following in their response:

  • Completed Offer Workbook
  • Completed Supplemental Questionnaire
  • Redlined Term Sheet

The submission of a response shall be deemed a representation and certification by the Participant that they have investigated all aspects of the RFO, that they are aware of the applicable facts pertaining to the RFO process, its procedures, and requirements, and that they have read and understood the RFO. No request for modification of the response shall be considered after its submission on grounds that Participant was not fully informed as to any fact or condition.

East Bay Community Energy / San José Clean Energy 2023 Long-Term Resource Request for Offers (RFO)

EBCE & SJCE are soliciting competitive proposals for the sale and purchase of long-term clean energy resources. All submissions are due by Tuesday, May 2, 2023 at 5pm PPT.

EBCE and SJCE are issuing this 2023 Long-Term Resource RFO to procure long-term clean generation and capacity resources to provide long-term clean energy hedges and Resource Adequacy (RA), and to contribute to EBCE’s and SJCE’s Renewable Portfolio Standard (RPS) and Integrated Resource Plan (IRP) obligations under SB 350, SB 100 and the CPUC’s Mid-Term Reliability Requirements.

EBCE & SJCE seek energy and related products from resources within or deliverable to the state of California. Projects must be larger than 5 MW in contract capacity and must begin deliveries no later than June 1, 2030.

EBCE & SJCE seek offers for the following products:

  • As-Available RPS Energy
  • As-Available RPS Energy plus Energy Storage
  • Firm or Shaped RPS Product
  • Stand-Alone Energy Storage Toll

Respondents may submit for as many or as few products as they wish, relative to their capabilities and expertise.

There will be a Respondent Webinar on Wednesday, April 12, 2023 at 11:00 AM PT to review key information in the protocol.
