REQUEST FOR OFFERS TO PURCHASE PCC1 RENEWABLE ENERGY FROM AND/OR SELL ZERO-OR LOW-CARBON POWER TO SAN JOSE CLEAN ENERGY

San José Clean Energy (“SJCE”) is seeking proposals from purchasers (“Purchasers(s)”) to buy energy and associated Renewable Energy Credits (“RECs”) (collectively “Product”) from SJCE. The renewable energy qualifies as Renewable Portfolio Standard (“RPS”) Portfolio Content Category (“PCC”) 1 in 2024. SJCE is seeking bids for a maximum of 100,000 MWh of PCC1 through this active solicitation.

Through the same solicitation, SJCE is seeking proposals from power suppliers (Sellers) to supply greenhouse gas (GHG) free or asset controlling supplier (ACS) attributes for calendar year 2024 with SJCE as the buyer.

SJCE will only accept indexed priced offers for both products. For the RECs, the contract price will be equal to the sum of the Energy Price and the REC Price, less the CAISO Credit. SJCE plans to sell the RECs but reserves the right to reject any or all offers.

For the GHG-free or ACS attributes, the payment due from purchaser to seller is equal to the delivered and accepted contract quantity multiplied by the attribute contract price. SJCE plans to buy the GHG-free or ACS attributes but reserves the right to reject any or all offers. See the attached draft confirmation for details. SJCE will consider pricing for the quantities (or fraction thereof) and products listed in the attached bid form.

Ava Community Energy / San José Clean Energy 2024 Long-Term Resource Request for Offers

Ava Community Energy (Ava) and San Jose Clean Energy (SJCE) are soliciting competitive proposals for the sale and purchase of renewable or low carbon energy and/or energy storage consistent with the terms and provisions in this Request for Offers (RFO).

All offers must be submitted no later than Friday, October 4, 2024 at 5:00 PM Pacific Time.

California Community Power: Ava and SJCE are members of the California Community Power (CC Power). On August 19, 2024, CC Power issued a solicitation for long-term renewable power and storage. Ava and SJCE may award IPE Commercial Interest Points to Cluster 15 projects that submit bids into CC Power and enter into exclusivity with CC Power in accordance with the requirements of the CC Power solicitation. Ava and SJCE will determine whether to award IEP Commercial Interest Points to Cluster 15 projects bid into the CC Power solicitation using the same criteria used to evaluate Cluster 15 projects in this solicitation, as detailed in Section 4.

Tranche 2 Offer Process: Respondents shall complete the narrative requests and Offer form as completely as possible. Respondent must state the CAISO TPD Zone in which the project is located. The Offer form must be filled out completely with the sole exception that the offer price and expected COD will be indicative only. SJCE/Ava understand that the price and COD for these projects is subject to change depending on the outcome of the interconnection process and other factors. An indicative generation profile is still required for Tranche 2 generation projects. Incomplete or lack of information will result in disqualification. Tranche 2 Projects will be evaluated and ranked based on information provided. Consistent with recommendations from CAISO’s IPE, Ava/SJCE will evaluate the Tranche 2 Projects based on Counterparty Execution Risk, Offer Competitiveness, and Development Status Risk. Projects with an executed IPE Offtake Agreement (IPE OA)(described below) will be offered Ava/SJCE’s IPE Commercial Interest Points.

San José Clean Energy (SJCE) is seeking proposals from power suppliers (Sellers) to supply imported greenhouse gas (GHG) free energy with Resource Adequacy (RA) for 2025-2027 with SJCE as the buyer.

Product: Firm Imported carbon-free energy with RA that can meet Mid-Term Reliability (MTR) procurement order bridge requirements per decisions D. 21-06-035 and D. 23-02-040.
Term and Quantities: Calendar Years 2025 through 2027. See attached bid form for minimum and maximum quantities requested.
Pricing: $/MWh. SJCE will consider an indexed energy price such that the payment due from purchaser to seller is equal to the delivered and accepted contract quantity multiplied by the attribute contract price(s). See attached pro-forma confirmation for more details.
Preferred Delivery Locations: COB/Malin, NOB, and Palo Verde.
Assignment: SJCE intends to immediately assign this contract to transfer by limited assignment to Morgan Stanley Capital Group. Seller should review the attached Form of Limited Assignment Agreement and contact procurement@sanjosecleanenergy.org with questions.

SJCE plans to purchase the energy products listed in the attached file but reserves the right to reject any or all offers. San José Clean Energy Demand Response Resource

San José Clean Energy (SJCE) is seeking proposals from qualified firms to provide a customer-facing demand response (DR) resource that leverages event-based load shifting or reductions from commercial/industrial and residential customers.

Program Goal
The goal of this program is to achieve meaningful monthly peak reductions starting in July 2024 that reduce power procurement costs (Resource Adequacy (RA) requirements and Location Market Price (LMP) Costs). The program shall be expanded to deliver a 5+ MW resource for SJCE to call upon by July 2025, achieve revenue positive operations by July 2026, meaning that the dollars being saved on power costs (Market Purchases plus RA) by leveraging the DR resource are greater than the dollars invested by SJCE into incentives and DR resource costs. Ideally, the DR resource available would grow to 25+ MW by July 2028.
