REQUEST FOR OFFERS TO SELL PCC1 RENEWABLE ENERGY TO SAN JOSE CLEAN ENERGY
San José Clean Energy (“SJCE”) is seeking proposals from seller (“Seller(s)”) to sell energy and associated Renewable Energy Credits (“RECs”) (collectively “Product”) to SJCE. SJCE is seeking offers for a minimum of 10,000 MWh and maximum of 100,000 MWh of PCC1 per year through this active solicitation.
SJCE will only accept indexed priced offers for both products. For the RECs, the contract price will be equal to the sum of the Energy Price and the REC Price, less the CAISO Credit. SJCE plans to buy the RECs but reserves the right to reject any or all offers.
Responses to this RFO are due at 5:00 PM Pacific Time on August 4, 2025. Energy Education, Outreach, & Community Engagement Services
The City of San José’s (City) Energy Department is seeking proposals from qualified community-based organizations (CBOs) and educational consultants (Consultants) that can assist the City with climate education and community outreach and engagement. Staff seeks to partner with the Consultants to increase awareness of and participation in transportation electrification programs; home electrification, energy efficiency, and resiliency programs; and electric lawn equipment education.
The proposing Consultant(s) must demonstrate expertise connecting with populations of interest and/or environmental knowledge and education experience.
The City desires to contract with multiple Consultants to perform this work under separate service agreement(s). Once the master agreements are in place with each of the selected organizations, City staff can select from the list for various education, outreach, and engagement efforts, as need arises.

Electric Vehicle and Building Electrification Advisory Services
The City of San José has issued an RFP (Solicitation Number ED-25RFP-Programs-3, https://www.biddingo.com/sanjose/bid/1/41213543/40335728/verification) to select a consultant(s) to provide Electric Vehicle (EV) and/or Building Electrification (BE) advisory services to San José Clean Energy’s (SJCE) residential customers.
SJCE (Community Choice Aggregator operated by the City of San José) is preparing to launch EV and BE Customer Advisor(s) in Summer 2025. The EV and BE Advisor(s) will provide hotline email and phone support, incentive layering assistance, and technical assistance to residential SJCE customers. The selected consultant(s) will be responsible for: establishing and implementing a multilingual (English, Spanish, and Vietnamese) customer telephone hotline and email advisory service; program administration, planning, and reporting; comprehensive customer assistance on electric vehicles (EV), EV charging, and e-Mobility and/or home electrification, energy efficiency, and resilience; facilitating incentive layering assistance across SJCE and external programs; delivering technical assistance for complex customer needs; and recordkeeping through a Customer Relationship Management (CRM) tool. The proposing consultant(s) must demonstrate expertise in equity-focused programs, technical advising, and customer engagement across diverse populations, including low-income and environmental justice communities. The successful consultant(s) will serve as the program implementer(s) to facilitate the EV and/or BE Advisor services. The City is open to awarding one standard consulting agreement for both the EV and BE advisory services OR two standard consulting agreements, one for the EV Advisor and another for the BE Advisor.
Through this work, SJCE aims to support our customers in the electric transition, help customers participate in SJCE and external programs, and increase adoption of EVs and BE technologies and products.

2025 Direct Current Fast Charging Hubs Pilot – Request for Offers (RFO)
The City of San José/ San José Clean Energy (SJCE) is issuing this 2025 Direct Current Fast Charging Hubs Pilot RFO for turnkey DCFC systems. SJCE is considering entering into pay-for-performance tolling agreement(s) with one or more counterparties for four to seven (4-7) public DCFC hubs located at City of San José properties in areas lacking public charging infrastructure to increase access to reliable and affordable electric vehicle charging. Bidders can propose alternate privately-owned sites. The Respondent would own the DCFC infrastructure and would be responsible for financing, design, engineering, procurement, permitting, construction, installation, interconnection, operation, maintenance, the Load Management System, and Back Office Services (e.g., communications, user account management, billing, reporting, utility interface applications) at each site in exchange for fixed monthly tolling payments with performance standards on hardware and software uptime. SJCE prefers a contract term of 10 years, with an option for an additional 5-year renewal.
SJCE would provide the energy to the chargers and would retain the right to set EV charging rates and brand the charging stations and hub signage with SJCE branding. SJCE would retain all rights to any environmental and regulatory attributes (e.g., Low Carbon Fuel Standard credits).
Each DCFC hub should contain parking spaces to accommodate 10 vehicles and 10 charging ports. SJCE will consider additional offers with more or fewer ports and/or stub outs for future chargers provided that Respondents provide an offer for 10 vehicles/charging ports. Each DCFC hub should be accessible 24/7 for public use. Chargers must either be capable of delivering at least 100 kilowatts (“kW”) if unpaired or at least 120 kW if power is shared (2/60 kW). Each DCFC hub must provide reliable electric vehicle charging services to the public; hardware and software uptime must be a minimum of 98%.

Point-of-Sale EV Incentive Program
The City of San José (City), Energy Department is seeking proposals from qualified consultants or firms (Consultant) to provide turnkey point-of-sale (POS) electric vehicle (EV) incentive program (Program) development and implementation for San José Clean Energy (SJCE), the City’s Community Choice Aggregator. The Consultant will be responsible for: Program administration, planning, and reporting; developing and hosting of an SJCE branded online incentive application portal; customer and car dealership marketing, education, and outreach; customer and dealership support; application processing; financial verification; incentive processing; and reaching SJCE’s goals for the number of EVs incentivized through the Program for SJCE customers who live in environmental justice communities. The proposing consultant(s) shall have relevant expertise, experience, and an approach that demonstrates their ability to provide the required services. The successful consultant(s) will serve as the program implementer(s) to facilitate SJCE EV incentives directly at the POS when eligible customers purchase or lease a new or used EV from qualified and participating car dealerships. The City intends to award one standard consultant agreement, based upon the highest-ranked score.
Program Goal
The Program will accelerate EV adoption in environmental justice communities by providing financial incentives as a discount at the POS when eligible SJCE customers purchase or lease a new or used EV from qualified and participating car dealerships.
