Franklin Energy is this Home Appliance Program implementer. Franklin Energy verifies program eligibility, manages discount codes, issues rebates, communicates application status, and provides customer service for inquiries related to the program. Franklin Energy works with utilities, municipalities, and cooperatives to deliver energy efficiency and grid optimization programs.
Do I need to be a homeowner to get the smart plug or thermostat?
No, you do not need to be a homeowner. Renters can qualify for this program if they are the PG&E account holder for the property.
For the smart thermostat offering, tenants will need to attest that they received permission from their landlord or property owner to qualify.
How do I confirm that I’m an SJCE customer?
SJCE has been the default electric generation service provider for all San José residents since February 2019. Rooftop solar customers were enrolled in 2020 and 2021. We notify all customers of their enrollment.
Check your most recent PG&E bill and look for “SJCE electric generation charges” to check if you are an active customer.

How do you define a single-family home?
For the purpose of the Program, a single-family home is defined as “a free-standing residential building.” Single-family homes are designed to be used as a single-dwelling unit with one owner or tenant.
Apartments, condominiums, and master-metered mobile homes are not eligible to participate in the program. You may live in a master-metered mobile home if you do not receive an individual electric bill for your mobile home.
Apartments and condominiums may qualify for BayREN’s and PG&E’s energy efficiency programs.
What is a disadvantaged community?
Disadvantaged communities as defined by the California Public Utilities Commission (CPUC) are the areas throughout California that most suffer from a combination of economic, health, and environmental burdens. These burdens include poverty, high unemployment, air and water pollution, the presence of hazardous wastes as well as high incidence of asthma and heart disease. Learn more on the CPUC’s website.
In SJCE’s San José Home Appliance Savings Program, customers who live in qualifying neighborhoods are eligible for the program. Qualifying neighborhoods score in the top 75th percentile of disadvantaged communities in California. Enter your address into this map to see if you live in a disadvantaged community.
Can more than one person in a household qualify for the program?
No, the program is limited to one person per household. Only the PG&E account holder can participate in the program.

Is this a limited-time program?
SJCE will administer this program through December 31, 2024, or until funds are exhausted, whichever comes first. Models and incentives may vary during this time.
What are the program terms and conditions?
I don’t live in a qualifying neighborhood or meet the income guidelines. What energy efficiency programs are available for me?
You may qualify for BayREN’s and PG&E’s energy efficiency programs.
BayREN’s Home+ program offers a free energy audit and rebates on insulation, air sealing, ducts, heat pump water heaters, induction cooktops/ranges, heat pumps for space heating/cooling, heat pump dryers, and high-efficiency air conditioners to single-family homeowners in the Bay Area whose home was built in 2016 or earlier.
PG&E offers rebates on smart thermostats and heat pump water heaters to all households until November 1, 2022 and free refrigerators, insulation, weatherproofing, efficient light bulbs, caulking, and furnace and water heater repair or replacement for CARE customers.
I don’t live in a single-family home. What programs are available for me?
Apartments and condominiums may qualify for BayREN’s and PG&E’s energy efficiency programs.
I opted out of SJCE but I want to participate in the program. How do I re-enroll?
If you opted out before starting service with SJCE or within the first 60 days of service, you may easily re-enroll on our website or by phone at (833) 432-2454. If you opted out after the first 60 days of service with SJCE, you’re required to stay with PG&E for one year before returning to SJCE.
Depending on your meter read date and bill cycle, your SJCE enrollment may not be effective immediately. Our customer service team will let you know when you can expect to be an active SJCE customer eligible for the San José Home Appliance Savings Program.
If you opted out after the first 60 days of SJCE service and have not yet reached the 1-year mark, we’re sorry but you are not eligible to re-enroll at this time. You may qualify for BayREN’s and PG&E’s energy efficiency programs.
How is this program funded?
This program is funded by Public Purpose funds collected on electricity customer bills that are allocated to utilities by the California Public Utilities Commission. In addition, the San José City Council allocated $500,000 from federal relief funds to support this program.
