Customers with past due balances will receive a credit on their energy bill to help reduce debt accrued during the pandemic. Specifically, debt accrued between March 4, 2020 and June 15, 2021 that is more than 60 days past due. This is the California Arrearage Payment Program (CAPP) credit. Customers with past due balances will see the credit on their bill any time between now and April.
The CAPP credit will be applied to any part of your bill where money is owed. San José Clean Energy (SJCE) charges you for electric generation, and PG&E charges you for electric delivery. All electricity customers, whether they are enrolled in SJCE or not, pay for both electric generation and delivery. Read this article to learn more about how your energy bill works. The credit will also be applied to overdue gas charges if you receive that service from PG&E.
If you are enrolled in a payment plan with PG&E (including the Arrearage Management Plan or AMP), keep making your payments on time to pay off any remaining balance not cleared by this credit.

If the CAPP credit doesn’t erase all your debt and you need more help, see if you qualify for the AMP program. AMP helps customers reduce or eliminate debt owed on their electricity bill up to $8,000.

- LIHEAP provides customers up to $436 per year to pay current charges.
- REACH provides customers up to $300 per year to pay past due energy bills.
