San José Clean Energy (SJCE) supports government policies that advance a clean, reliable energy future at fair rates for our community. Our Advocacy & Public Affairs team works with elected officials, regulators, partner organizations, and community groups to shape policies that benefit our customers.

We track legislative and regulatory issues at the local, state, and federal levels. Our goal is to inform policymakers and support solutions that reduce emissions, protect community choice energy, keep electricity affordable, and increase transparency in energy policy.

Our Advocacy Priorities

Our work focuses on several key priorities that reflect SJCE’s mission and the needs of our customers.

Accelerate Decarbonization
We support policies that reduce greenhouse gas emissions and expand clean energy. This includes renewable power, battery storage, building and transportation electrification, workforce development, and investments in resilient energy infrastructure.
Promote Affordability, Transparency and Forecasting Clarity
Affordable energy is essential for households and businesses. We support policies that keep electricity costs stable and predictable. This includes responsible energy planning, transparent load forecasting, cost-effective power procurement, and programs that help customers lower their energy use and bills.
Protect & Expand Community Choice
We support policies that preserve local energy accountability and allow community energy programs to continue serving customers efficiently and transparently.

How We Engage

Our Advocacy & Public Affairs team advances these priorities through several key activities:

Legislative Engagement
Submit position letters, provide testimony, and brief lawmakers, staff, and legislative committee consultants.

Regulatory Participation
File comments and participate in state and federal energy and environmental proceedings.

Coalition Building
Work with community energy organizations, trade groups, and local leaders to strengthen our shared voice.

Community & Stakeholder Outreach
Share information with customers and partners to build awareness and support for key policies.

Policy Tracking & Analysis
Monitor bills and regulations that may affect energy costs, reliability, and local decision-making.

We evaluate energy-related legislation and identify priority bills that align with our core principles, as described in our City Council approved Legislative Program.

Reports, Governance, and Regulatory Engagement

San José Clean Energy is committed to transparency and accountability. We regularly provide memoranda, quarterly reports, annual reports, and other public documents to governing and regulatory bodies, including the San José City Council and the California Public Utilities Commission (CPUC). These reports provide updates on program performance, financial results, regulatory engagement, and key initiatives.

SJCE’s Regulatory staff also participates in several state regulatory proceedings annually. This engagement includes directly communicating with regulatory agency staff, drafting formal comment letters, and attending regulatory workshops. Affordable, clean, and reliable energy is the foundation of our engagement activities.
